Project Description:


The contractor shall be prepared to provide business process analysis, automation support for existing excel output data, application development/support activities, implementation, maintenance and training services after the initial application release, as tasked by Customer.

Force Support will be required to provide detailed requirements for their project as these services may include the creation of portals, collaboration toolsets, FAST search, workflow applications related to a variety of business operations. The contract shall include the development of SharePoint Online, 2010/2013/2016 applications utilizing workflow or other complex existing SharePoint functionality in support of business processes. This contract shall also provide the availability of maintenance and training on the use of these applications, as well as any data conversion associated with each application, as requested by respective organization.

This contract requires specialized experience in Microsoft automation, workflow development, and database technologies and their architecture, including the design, development, integration, and operations of networking and database services. Expertise in the development of Microsoft SharePoint Online, 2010/2013/2016 workflow applications, integration
with unrelated systems is mandatory. The application development/support will cover two areas: 1) activities and effort required to leverage “out of the box” functions, features and configurations of the SharePoint tool set and, 2)
requests from the unit to enable or create a function, capability and /or service requiring the use of Microsoft SharePoint Designer or the development of solutions using custom code in Microsoft technologies (.NET, C#, etc.)

For the “out of the box” portion of the task the following functions have been identified as illustrative (not comprehensive) of the functions that may be needed.

SharePoint Online:

• Site Customization to include automation of existing Microsoft Office output data
• SharePoint Development for workflow process which allows unit and sub-units (flights) to manage facility data, creating customized ranking system for all line items and providing continuity for requirements.
• Requirement document will grow with each year, provide necessary data management capability for archiving and possible growth of organization.
• SharePoint Application Management to allow for seamless integration into the AF system.

SharePoint Designer

• Use of the tool in delivering solutions that are compatible with AF networks, and existing sharepoint environment.


The contractor will ensure best practices are followed including documentation and consultation of how to leverage the application to meet enterprise needs. As new applications are added to the suite, and as requested by the customer, the contractor may be required to provide application support for those new applications and ensure they are used properly and according to the purpose.

The development support may have to perform the following functions but are not limited to these functions: 

• Develop requirements
• Design Portals and Applications (including user interface/site/template design)
• Provide Testing and Troubleshooting Support for Custom Applications/Solutions/Workflows
• Perform Changes Under a Controlled Mechanism (CCB, Impact Analysis)
• Manage Releases and Follow Release Standards
• Primarily Develop Solutions Utilizing SharePoint Designer
• Develop Utilizing Visual Studio (Rare Occurrences)
• Execute Maintenance and Upgrade Activities for Custom Applications/Solutions/Workflows
• Integrate disparate DoD systems
• Develop Customized Dashboard and Reporting Capabilities


• Significant knowledge and experience in SharePoint BI and Reporting Services, Performance Point, SQL Server Reporting Services, and other external reporting tools that can be leveraged by SharePoint.
• Significant knowledge and experience in the SP application architecture and how to drive solutions by leveraging the SharePoint features, SharePoint Services, and SharePoint Service Connections.
• Significant knowledge and experience in developing SharePoint look and feel through the modification of master pages, .css files, and XML files
• Significant knowledge and experience working with Microsoft SharePoint operated on SharePoint Online, 2010, 2013, and 2016 enterprise, but tasks may require earlier and future version knowledge.
• Significant knowledge and experience in providing business process analysis and recommendations.
• Significant knowledge and experience working with Web-based application development/support activities
projects involving the integration of back-end Microsoft SQL databases.
• Significant knowledge and experience working with the Migration/conversion from other database formats to Microsoft SQL database.
• Significant knowledge and experience creating and presenting training materials related to Microsoft SharePoint.
• Significant knowledge and experience in creating accessible files, applications and interfaces consistent with Section 508 of the Rehabilitation Act.
• Excellent working knowledge of technical analytical skills in web environments, Microsoft products, SharePoint security, and user support is required.
• The Contractor(s) may be asked to provide advice and technical support to Department Resources staff in support of collaboration sites. This may include requirements analysis, system architecture design and planning, the installation/reinstallation/upgrade of application software as well as any other technical work at the discretion of the Government Functional Project Officer, FPO. The Contractor(s) shall provide detailed technical documentation of all work performed, including customization and configuration settings for software components in a format acceptable to the FPO.

The following is the mandatory requirement:

1. The Offeror must have recent (i.e., within the last five (3) years) extensive (i.e., at DOD and Federal level) experience providing OCM services for large-scale business transformation projects that include:
a. Business Process Re-engineering for multiple programs across multiple organizations as part of an enterprise-wide transformation --- an effort that has major implications for people, organizations, and technology as well as BPR;
b. Complex information technology projects of similar duration (i.e., multi-phase, each of multi month); and
c. DOD and Federally funded projects and associated regulatory requirements
