What is Workforce Innovation and Opportunity Act (WIOA)?
The Workforce Innovation and Opportunity Act (WIOA) is a federally funded employment and training program developed by The Department of Labor (DOL), in coordination with the U.S. Departments of Education (ED) and Health and Human Services (HHS), to provide FREE financial assistance to workers in order to improve their skills and marketability. The program's main objectives are to meet the needs of employers, government, businesses, and job seekers in order to create a confident, valuable, knowledgeable, and employable workforce.
To be eligible for the WIOA funds, a person ought to have received a lay-off notice or ought to have been laid off due to a company closure or mass layoff. Workers may also be eligible if they are currently unemployed and are unlikely to return to their prior occupation due to economic conditions in that industry.
To be eligible for the youth program, a person must be between the ages of 14 and 21, have low income, and have a substantial barrier to employment such as: deficient in basic literacy skills, school dropout, homeless, a runaway or a foster child, pregnant or parenting, an offender, or be an individual who requires additional assistance to complete an educational program, or to secure and hold employment.

Ill. Admin. Code 1095.250 Student Complaints
Schools approved by the Board must provide to the Board and each student the school's policy for addressing student complaints. Included in this process, the school must provide in its promotional materials and on its Internet website the Board's address and Internet website for reporting complaints. (Section 55(2) of the Act) Further, the information must be included in the enrollment agreements you use with students.
Ill. Admin. Code 1095.40 (k)(3)(B)
Enrollment agreements shall include… the Board's Internet website, the address and phone number of the Board for students to report complaints, and any additional information the Board may require by rule. (Section 40 of the Act) Some PBVSs in Illinois are participants in Title IV Federal Financial Aid under the Higher Education Act of 1965, as amended. Related regulations require all such institutions, regardless of the origin of their state authorization to operate, to comply with state agency complaint process and to communicate such information publicly. Under Federal rule 34 CFR §600.9 and §668.43(b), Title IV eligible institutions must make available to students or prospective students, upon request, a copy of the documents describing the institution's accreditation and state authorization. The institution must provide its students or prospective students with contact information for filing complaints with its accreditor and the state.
